It's worse than you think...
"FOCA would coerce all Americans into subsidizing and promoting abortion with their tax dollars. And FOCA would counteract any and all sincere effors by government to reduce abortions in our country."
- Cardinal Justin Rigali, Archbishop of Philadelphia
"[FOCA] would wipe out a very large number of existing state laws on abortion ... and override nearly 40 years of jurisprudential experience on the subject of abortion."
- USCCB Memorandum on FOCA

Other versions of this proposed legislation had been introduced over the years, beginning in 1989. Now, however, abortion advocates feared that the Supreme Court could add further restrictions on abortion and needed a way to insure this would not happen.
Planned Parenthood, the nation’s leading provider of abortion, immediately called for the passage of FOCA: “The U.S. Supreme Court’s ruling yesterday...has unraveled more than 30 years of precedent protecting women’s health. We call on Congress to pass the Freedom of Choice Act.” 2 Why would they do this?
Planned Parenthood and pro-abortion Congressmen (to date there are over 120 Democratic Congressmen cosponsoring the House and Senate bills) want absolutely no restrictions on abortion. This includes everything - from minors having to tell their parents of their intention to get an abortion to taxpayer funded elective abortions through Medicaid.
